I guess it might be worth noting here that Clover, despite not holding any title, is still seen as a high authority by basically anyone in the region. She lays low most of the time, and there are a lot of rumors surrounding her, but she shows up to save the day a lot (like if there's a forest fire, she'll come in and save people and pokemon and get rid of the fire too). Basically, she'll only show up when the people she's helping would have no thought about asking for autographs or anything like that.

Also, during this scene, Adeku is still champion (thus Iris is still a gym leader). He remains champion until about a year after the end of Hidden Strength, at which point he feels that he no longer needs to give direct assistance to restoring the league and region and such. He then officially calls Iris to challenge him for the title, and she responds (and beats him). He had wanted to retire for quite some time, but when Clover came in and destroyed Cytoplasm, he felt he should stick around for a bit longer before finally doing so.
